Diamond Creek is not generic Melbourne housing stock. Weatherboard on timber stumps, big blocks that fall away toward the creek, bushland at the back fence and a waterway through the middle of town. All of that changes what is worth looking at hardest.

What Diamond Creek houses are actually built like

Diamond Creek sits about 23 kilometres north-east of the CBD in the Shire of Nillumbik, with a population of 12,503 at the 2021 Census across roughly 18.3 square kilometres. Its growth came in two waves. The first was after the Second World War, and the bigger one through the 1970s, when subdivided orchard land was sold off to young families who built here and commuted back into Melbourne.

That timing shows up in the housing. A large share of the older stock is timber-framed weatherboard sitting on stumps, tiled roof, with a subfloor you can crawl. Blocks are generous by Melbourne standards and the land is not flat. It falls toward the creek, so cut and fill, retaining walls, and where the stormwater actually ends up matter far more here than on a flat block in the middle suburbs.

Zoning tells the same story. Diamond Creek is roughly 58% Rural Conservation Zone and about 32% General Residential, so one suburb name covers everything from a township house walking distance to the station through to acreage with bush behind it.

Stumps, floor level and the subfloor

This is the first place I go in a Diamond Creek weatherboard, and it is the item most likely to cost real money after settlement. Timber stumps can last anywhere from about 15 years to 80, depending on the soil, the drainage, the timber used, and whether termites have found them. A typical Melbourne weatherboard sits on somewhere between 40 and 100 stumps.

Under the floor I am looking at:

  • Stump decay at ground line, splitting, and stumps that have dropped or rotated
  • Floor level across the house, and whether doors and windows are binding because of it
  • Ground moisture, poor subfloor ventilation, and any damp or musty smell
  • Where the downpipes discharge, and whether stormwater is running back under the house
  • Bearers and joists, particularly under wet areas and under later additions

Restumping a Melbourne house commonly runs from about $10,000 to $30,000 or more, depending on size, access and how many stumps have to go. That is worth knowing before you bid, not after.

Termites are a genuine issue on this side of town

Melbourne's north-east is Coptotermes acinaciformis country, and it is the most destructive termite we deal with. Bushland at the boundary, retained eucalypt, garden sleepers, old stumps left in the ground and a badly ventilated subfloor give them everything they want. Damage is usually well advanced by the time anyone notices anything inside the house.

The combined building and timber pest inspection at $650 inc. GST is the one most Diamond Creek buyers should be taking. Timber pest work is carried out with reference to AS 4349.3 and the building inspection with reference to AS 4349.1. A visual inspection is not a guarantee that no termites are present, and where access has stopped me seeing something, the report says so.

Bushfire: what the report does and does not tell you

The Bushfire Management Overlay covers a great deal of Nillumbik, though it does not blanket the entire Diamond Creek township. Where it applies, it bites on new dwellings, extensions and subdivisions, which generally means a bushfire management statement, a Bushfire Attack Level assessment and defendable space around the building.

Two things to be clear about. An existing house in a designated bushfire prone area is not required by law to be retrofitted to current standards. AS 3959 applies to new work, alterations and additions, and generally only to the new parts. And a pre-purchase building inspection is not a BAL assessment and is not any kind of bushfire compliance certificate. If you are buying with an extension in mind, budget for a separate bushfire assessment and check the overlays listed in the section 32 before you sign.

What I can do is tell you what is visible on the day: gutters packed with leaf litter, unscreened vents and weepholes, gaps at eaves and roof junctions, decking hard against the wall, and combustible material stored under the floor.

Septic systems, drainage and the creek

Around 6,000 properties in Nillumbik are not connected to mains sewer. Diamond Creek is one of the townships in Yarra Valley Water's Community Sewerage Program, but that infrastructure has not been rolled out everywhere yet, so onsite wastewater systems are still in use on a fair number of blocks, particularly out on the fringe.

If the property runs a septic system I will note it and flag it, and I will tell you straight that assessing the tank and the effluent field is specialist work sitting outside a building inspection. Same goes for electrical, plumbing, mechanical and thermal work. Melba arranges those through licensed tradespeople who carry out the work under their own licence.

Flooding deserves a thought as well. The Diamond Creek waterway runs through the middle of the township and can overflow its banks after prolonged rain, and Land Subject to Inundation Overlay controls apply along parts of it. That is a planning question rather than a building one, but if the block sits low and close to the water I will tell you what I can see about site levels, subfloor height, and where water is likely to end up.
